if I understand it correctly.

I conclude that

a) He charged me three dollars to use his phone.
and
b) He charged three dollars to let me use his phone.

are both grammatical and mean the same. ('a' could be ambiguous
as in a weird situation he might have taken my money and used his
phone.)

Am I correct?

and is
c) He charged me three dollars to let me use his phone.
grammatical?

Ha! I expected the question would be about "jump the line." Yes, you've
got it, but I wonder how it worked. Usually at such a cab stand there's
a "dispatcher" who sees to it that cabs are taken in the order they arrive
in the queue (it's illegal to refuse a fare to anywhere in the city). Did the
Russian Mob somehow infiltrate the airport employees? (No, I can't view
a NYT story.)

"Russian hackers have carried out cyberattacks on hospitals, oil and
gas companies, a presidential election and a massive fuel pipeline.
But cyberwarfare reached a new battlefield on Tuesday when the
authorities said that two Queens men working with Russians had been
able to hack the electronic taxi dispatch system at Kennedy
International Airport.

The goal? To allow taxi drivers in a holding lot waiting to pick up
their next fare to jump the line — for a $10 fee."

Petey....do you actually read what you respond to?

Right up above your question is " Did the Russian Mob somehow
infiltrate the airport employees?"

The answer is that "No, it's about hacking". You should be able to
conclude from the paragraph from the NYT that I pasted that the scheme
was accomplished by external interference from Russians to the
electronic taxi dispatch system.

Two men from Queens were in contact with the Russians, received the
fees from the drivers, forwarded some of the fees to Russia, but the
article doesn't state if they were airport employees.

All of your examples are correct.

The general rule is: if a verb is followed by two objects, then the
first one is the indirect object. But surely you must have met this very
early in your study of English.

If you had read the para I pasted, you would see that they hacked the
"electronic taxi dispatch system".

The hacking involved the system that lets taxi drivers waiting in the
holding lot advance to whatever terminal needs more taxis.

The dispatcher in the booth is only directing the taxis that have been
sent to his terminal.

sources. Instead of a series of posts wailing about not getting the
right answer to your question, look it up yourself like a grown-up.

The word "hackers" was put between quotation marks. It seems possible
that it was a pun on "hack", meaning "taxicab", and possibly also on
"hacker-hackie".

And that the operation involved some amount of cabbage.

Alright, "hackor - hackee". I'm tolerably sure "hackie" is understood

I dasn't speak for NYC umlanders, but it *should* be understood by
those of a certain age or older.

At one time in the US, a taxicab was called a "hack" and a taxicab
driver was called a "hackie". The terms are used with those meanings
in many books, and were heard in the dialog of many old movies. We,
of course, know it came from "hackney".

Today, though, a "hack" is more commonly used to describe a different

I checked to see if this last comment was accurate and see that they
were called "phreakers". That may have been what they were also
called, but I was in a bar with some people in Chicago in the early
1960s who were doing this, and they referred to themselves as "phone
hackers". That may have been just a Chicago thing, or it may have
been just a thing for that group of people.
