what's the current law on divorce now? is there no divorce in the philippines?

I see it's called "An Act Reinstituting Absolute Divorce as an Alternative Mode for the Dissolution of Marriage". Is annulment the only current option?

Once comment says " Goverment should legalized the divorce petition soon ,no one is blind to see that without the divorce they instead living with someone else for many years already without a legal status because they cannot get a divorce while the annulment is too pricy. Goverment cannot just say that we care about family without looking properly how all the people is actually living on sini because of these condition! Be real ! " So maybe that's the case.
