Why has the black population remained at 13% from the 20th century to now in the U.S.A.?
Immigration.

For most of American history, European immigration was encouraged, while immigration from not-Europe was severely limited or even barred entirely.

So when European immigrants began to flood into the country (well… more than before) in the 20th century, the Black percentage as a share of the population fell from a peak of 20% to something like 10–11% if I remember right.

The Black population was always growing, and it’s still growing. It’s just not growing fast enough to move the needle on percentages.

Indeed, it’s still very hard for Africans to immigrate to the USA.
