Is it possible for Europe to build a mechanism to match China's BRI?
Europe could build the mechanism needed, but they couldn't provide the loans the training experience or the advanced technology China has.

If they were to build High Speed Rail (HSR) in Europe it would cost $25 to $39 million per kilometer, In China that is as low as $17 million, and for reference the US it as much as $56 million per kilometer.

China with the longest HSR in the world, has also turned their experience to developing their own indigenous High Speed Trains, giving them the opportunity to expand that experience in their own country. Europe have their own train design and manufacturing will work to their advantage.

As mentioned earlier, China also provides low interest loans and a multi variable approach to financial needs with support by the to IMF. As well as manufacturing support and staff training, China continues to offer support even after the construction to also train with maintenance.

This is just trains, they also have motorways and highways, airports, etc.
