Zhang Gaoli is retired, so the only thing you can do with him is something like expelling him from the party or putting him in jail.
No one has accused him of anything that would warrant expulsion from the party or putting him in jail. If you look at Peng Shuais weibo, post and assume everything in the post is true, there is nothing in there that warrants tossing him in jail. There is no evidence any anyone has brought that Peng wants Zhang to suffer anything worse than public humiliation.
At some point, CGTN and Global Times talked to Peng Shuai and likely asked her what she wants to have happen. Whatever the outcome of that conversation is Peng Shuai does not seem interested in “western help.” The thing that Peng seems to have wanted is for everyone in the world to know that she had an affair with Zhang, and for that her mission is accomplished. If she wants anything more, I think that that can be handled internally
