The restriction in communication in the change of commands is the cause of
the problem.

This is common practice in all countries wherein at the top level, they do
not know the ground problem enough to act on it.

Along the way up, each command level will alter the changes made previously
and add new contexts in order to change the magnitude of the problem that
reported from ground level.

Henceforth, they made wrong decision. They rather sit in the office reading
reports instead.

They want to go through the final career safely to their retirement term and
then make themselves available to a job in the board of defence industries
instead.

Their high standing in the board can make a big difference to the industry
in the making of huge profit from selling more new weapons to the US
government instead.

So they will not care much if the information on the report is changed or is
falsely added and made differently from the real situation on the ground.

They will have no liability for the wrong decision of it. In any case,
anyway. The president who also read and decide it, will also not be liable
for it, too.

and a leg and an eye to an IED, you'll be given your Purple Heart and
Honorable Discharge and 100% disability pension and you'll become just
another civilian again and within a year or two nobody, including most of
your family members, will give a flying fuck about your "sacrifice" while
you odiferously remind everyone of your incontinence as you vegetate in a
wheelchair while waiting for months on end for appointments with
"specialists" at your overwhelmed local VA hospital. Semper Fi!

Well, Byker, I served in the U.S. Army, too, but during peace time before the Vietnam War. I had a wonderful time traveling across the country seeing for the first time, Washington, D.C., New York City, the state of Maine, Caribou, Aroostook County, Aroostook Railroad,...
