Pop the old one out, the other in. Insulated screwdriver if needed.

You can always pull the meter. Cannot imagine no disconnect in the line.

Me either, and it's a breaker panel, so it's not like 1920 either. If the panel
doesn't have one, one would think that by code of the era there still had to
be one ahead of it.
