Are we going to look through the dark lens of the U.S. as a racist, genocidal, white supremacist, illegitimate force? Or are we going to see it for what it has become over the course of the last three centuries: the greatest force for human liberty on the planet?

I am very surprised to see an intellectual like Glenn Loury making such a sophomoric mistake.
Suppose the average income of all Africans are X per year. What if US make X + y and y > 0 as the minimal wage for all black citizens?
Of course, one could then say Black Americans are highest wages population of African descent on the planet. But should black citizens celebrate?

Absolutely not if the minimal wage of white Americans is X + 2y.

Whether Black Americans are treated fairly and whether they are as a group fare better than all the population of African descent on the
planet are totally separate issues.
