I spotted 3 lines where M.R.A is usedd including that

He put his big hand out. "No hard feelings?"
"M.R.A.," I said and shook the hand.

He nodded, and then he smiled. "M.R.A.," he said."

I can infer that the use is conciliatory in some sense, This is a bad
cop who is then shown to be not so bad and to have morals. But what
would an american reader say from the 70s make of it?
