Not as an English verb, no, but "Claus A?mann dixit" isn't obviously
intended to be English, and it's not uncommon (see above) to put the
opening sentence in a language other than English.

I have seen it used as a verb, though the pukka dictionaries (OED,
Collins) list it only as a noun, meaning an utterance.

"On no better Ground than this Man's Dixit", North, 1734.

It seems to be commoner in French etc.:

I'd say it's not naturalised in English, has no English conjugation, and
is usable only in the third-person singular (... dixit he, said he,
a-t-il dit).

Precisely. The sender (or the program, if the sender has not changed the
original settings) decides what's written on that line. Mr. A?mann
(almost certainly Aßmann, i.e. Assmann for those who don't know the
German character ß) chose the Latin "dixit", "he/she said" in English.

Only the Latin conjugation tables. English has another word from that
Latin verb, and that word can be found in the verb's so-called supine
form, "dictum", and means something that has been said. We use it to
mean a rule that somebody has, er, dictated, meaning it is to be
followed.

Since no proof was cited, it must, ipso facto, be ipse dixit.

Which English texts have an opening sentence in another language?
You must know of several if you find it not uncommon.
