Can one use:
1) Tom will come here if you need.
2) Tom will come here if you need it.
instead of:
3) Tom will come here if you need him to.

In this sentence:
4) I can lend you a tie if you need it.
What does 'it' stand for?

Does it stand for 'a tie', (in that case I'd use 'one')
or does it stand for 'my lending it to you'?

Yes. "If you need it", cover all possible reasons.

"A tie" means just one. What else could it possibly
mean?
