I think I'd go with 'whoever' myself; it sounds more natural.

The problem, I suppose, is that the pronoun comes at the junction of two
clauses, "We will hire him" and "he who is more qualified". I think a
quasi-mathematical approach is right, evaluating the secondary clause
first, then inserting the result into the primary:

We will hire {whoever is more qualified}.

'Whoever' should therefore be in the nominative case.

thanks... [very unique] doesn't sound so bad, and i thnk...
that his phrasing of ... [another little smidgen of hope] is a bit awkward or illogical or inelegant.
