What does each of these sentences mean?

a) They don't come from Boston, but from its vicinity.
b) They come from Boston and its vicinity
c) They come from all over Boston

I'm pretty sure different people will have different takes on this.
I just wanted to see how people felt about the sentence.

Without further context, I would understand both 1) and 2) to mean a)
is correct.

Whether you can pick any one of his interpretations as more likely,
the two versions are interchangeable.
