ALBANY � State Sen. Kevin Parker has been accused of sexual assault for an
incident that allegedly occurred nearly 20 years ago in a woman�s Brooklyn
apartment, two years after he was elected to public office.

The allegations against Parker, a longtime Brooklyn Democrat who chairs
the influential Committee on Energy and Telecommunications, are detailed
in a lawsuit filed late last week in state Supreme Court.

The complaint does not say how Parker came into contact with the Brooklyn
woman now accusing him of a violent sexual assault. She alleges that she
had been coordinating with Parker�s office to deliver donations and other
supplies as part of a relief effort following torrential flooding in Haiti
in 2004. The Times Union generally does not identify alleged victims of
sexual assault or other forms of gender abuse without their consent.

Parker�s office did not immediately respond to a request for comment.

The lawsuit alleges that the woman traveled to Haiti to deliver the
supplies and after her return, Parker asked to come to her apartment to
view photographs from the trip. After he had been there for a few minutes,
Parker allegedly grabbed both of her wrists, took her down the hallway to
her bedroom and raped her, the complaint states.

The woman said she has suffered psychological, physical and emotional harm
as a result on the alleged incident, including acute anxiety and panic
attacks.

In a statement, Mike Murphy, a spokesman for Senate Majority Leader
Andrea-Stewart Cousins, said their office is reviewing the allegations.

�These allegations are extremely disturbing and we take them very
seriously and we will continue to monitor this situation and we will take
appropriate action as more information is learned,� Murphy said.

Parker has not been a stranger to controversy during his time in the
Senate, though he has not previously been publicly accused of sexual
assault.

In 2019, media reports emerged of a shouting match between Parker � known
to have a hot temper � and former state Sen. Alessandra Biaggi, a freshman
Democrat at the time.

In a thread on the social media platform X on Monday, Biaggi said the rape
allegations should be taken seriously and called for Parker to be stripped
of his committee chairmanship. She also referenced the 2019 disagreement
and said during the incident, Parker �threatened (her) with physical
violence,� adding that Parker had to be restrained because �his anger and
aggression were out of control.�

�When reporting of this happened, at least (five) other women reached out
to tell me they had been harassed or threatened with physical assault by
Parker too, and that no one did a single thing,� Biaggi wrote in the post.

In 2018, Parker, responding to a tweet from a Senate Republican staffer
criticizing the misuse of a parking pass, told the staffer to �kill
yourself� on social media.

And in 2009, Parker was arrested after confronting and engaging in a
physical altercation with a photographer for the New York Post, leaving
the photographer with slight injuries. Parker was charged with felony
assault and misdemeanor charges; a jury convicted him of the misdemeanor
counts but cleared him of felony charges. He was later ordered to take
anger management classes as a result of the incident.

The lawsuit accusing him of rape was filed last week in Brooklyn under the
Adult Survivors Act, which lifted New York�s statute of limitations for
one year to allow alleged victim of sexual assault, and who were adults
when an assault occurred, to file civil complaints against their accused
abusers. That one-year period ends Friday and the deadline has prompted a
flurry of recent court filings under the statute.

Most allegations have targeted large institutions like medical systems or
the state�s prison system. Some have also taken aim at high-profile
individuals for alleged incidents of violent sexual assaults.
