There's a reason. Back in the early days of U.S. television, there was
a credible rumor that the military was going to be given channels 2
through 6 for its own purposes. On the strength of that rumor, ABC
went after channel 7 in major markets so as to be at the top of the
dial when this military thing happened. It didn't happen, of course,
and ABC's stations found themselves stuck in the middle of the dial in
many major markets. In those ancient days, people tended to start
dialing around at channel 2, and by the time they'd gotten to channel
6, they'd usually found something to watch.

Maybe so, but channel 2 is the longest wavelength and, therefore, requires
a longer antenna for optimal reception. Household antennas are usually 1/4
wavelength. The 1/4 wavelengths of channels 13, 7, and 2 are 1.2 feet, 1.4
feet, and 4.3 feet, respectively. (There is a big gap between 7 and 6
because there are a lot of other bands in between them that are not used
for television.) A lot of people owned antennas that picked up the middle
and high channels pretty well, but weren't large enough to give good
reception on the lower ones channels. In Houston, the main VHF stations
were 2, 8, 11, and 13. We didn't watch channel 2 (NBC) as much as the
others because our reception was poor. When I worked at Radio Shack, the
main question people would ask when coming in to buy TV antennas was,
"Will this one pick up channel 2?"

In the NY market the VHF channels are(or were pre HD) 2,4,5,7,9,11,13.
Did any market ever have all the available slots filled?

No. NY and LA came the closest, though. Our local TV Guide carried
listings for those fringe stations. There was a series in a distant
market called The Littlest Hobo which, I gather, was about a wandering
dog. Never did see it.

I remember a Sunday morning in NYC, a long time ago, when I suddenly
got Channel 6 OTA from New Haven, thanks to some fluke. It was the
"Prince Albert coat" episode of Adventures of Superman. The series had
not been running in NYC for some years. That was fun. Too bad it
wasn't a better episode.

Oh, and yeah, in the early days of TBS as a "superstation," the
original Star Trek would come on at about four in the morning, and the
show hadn't been run in NYC for several years. I was all settled in
when the feed suddenly disappeared, and up came a card that said a
local station held the rights to Star Trek and so we couldn't see it on
TBS. That was WPIX Channel 11's doing.

Nope, at least not as "local" broadcasters.

Reason: if both (for ex) channels 2 and 3 were in use,
there'd be an annoying amount of bleedthrough and interference
with each other.

(Note that this does NOT apply to channels 4 and 5, as there's
a big chunk of, so to speak, "space" between them).

I don't recall the FCC range/mileage spacing requirements
offhand, but, for example, while channel 7 was broadcast
from the Empire State Building (and later the WTC), channel 8
was out in New Haven, Ct.

(I was actually able, from my apt in NYC, to pick up
New Haven's WNTH, channel 8, on 9/11 after, well, we
all know what happened.)

If you mean all the channels between 2 and 13, no, because
there needed to be space between them to avoid interference
at any useful power level. Although 2-6 are the low band
and 7-13 the high band, there was enough of a gap to allow
4 & 5 to be safely used adjacently.
