Yes. 2 is more accurate, but both are sufficiently idiomatic to be
understood.

"Going to" is missing from the above list! It is used when
the decision was made before the moment of speaking.

The present is used
- for a timetabled event in the future and
- after "before", "after", "as soon as", "until, and "when".

In Japanese, you simply say "明日は" (i.e., "tomorrow") at
the start and then use the same tense as for the present.

Just to be picky, not future, but simply intention :-)

English doesn't have a future tense.

A side note: If you're going to contract on the left, shouldn't you do
the same on the right?

"I'll be/arrive/be arriving home late tommorow as I'm dining out with a
friend", is what I'd say.

There are 2 changes there: the consequence of the action "be/arrive" has
more relevance than the action of coming and changing "my" to 'a'
suggests that you have more than one friend (which may or may not be
true).

Both are fine, if a bit stilted.
"I'll be home late tomorrow, I'm / I'll be going out for dinner with a friend."
