Dictionary says that:
under way - In progress; having begun
in the works - In progress; being completed or implemented

They drastically overlap. Can you draw a definite line between the two?

We have a plan which is in the works.
We have a plan which is under way.

"Under way" suggests actual movement - e.g. a ship travelling
through the water.

"In the works" suggests to me that it's still on the assembly
line, and it may well be stuck there until Stan gets his big
hammer back from Nobby.

I agree that "under way" usually means that work on the project has begun.

I disagree with your definition of "in the works". In my English, it usually means
that plans are being worked on. It does not usually mean that the actual work
has begun. It's typically what a politician says when trying to find support
for a project that does not have official approval or a budget yet.

"Under way" means work has begun, which in turn means the project has been
approved and has a budget. "In the works" can mean anything from planning
stages to a budget having been drawn up and the project approved. More
information needed.

To me, either on is OK, but I would write "underway," not "under way."

"In the works" is more informal than "under way." (Yes, two words.)
