The welfare ran out and they are crawling back as their money runs
dry. These aren't "created" jobs, they are just jobs people walked
away from and now they are coming back.

Sometimes I wounder how the numbers are determined. Say 500 quit one
job and go to another, does that mean 500 jobs were created and 500 were
added to the unemployed rolls ?

That's on the long list of things I don't know. The Feds also track the
Labor Force Participation Rate.

Unemployment is defined by how many are collecting unemployment
benefits. Jobs created is the number employed compared to what it was
before that period. If someone simply switched jobs, that would not
show on either stat but if they were laid off, collected for a while
and then rehired that would hit both stats. Net would be the same in
the end.
That describes what is happening now.
The labor participation rate is a better measure of employment but it
is not as rosy so they don't talk about it.

That is simply because former workers have squeezed the last drops of
juice out of their unemployment eligibility. There are no "jobless
claims" available to them. Maybe they can get one of the millions of
jobs employers can't fill.

That is one computation but the "unemployment rate" most widely
reported is how many people filed for unemployment benefits and that
is going to be an artificially low number now since so many haver
exhausted their unemployment and need to work a while to get them
back.
The labor participation rate is a better indication of what the
employment picture looks like and since so many available jobs are
going unfilled these days it is clear a lot of people just don't want
to work. They would rather suck on the government tit.

The participation rate now is 5% lower than in the fall of 2001 after the 9/11 attacks.
