In BrE-usage both senses 1 and 2 are used.

OED:

a. A group of houses or small village in the country;
* esp. a village without a church, included in the parish
belonging to another village or a town.
(In some of the United States, the official designation of an
incorporated place smaller than a village.)

*Note "esp." - especially, but not exclusively.

However the meaning and usage of "hamlet" may vary according to
circumstances - informal, formal, legal contexts, etc.
