Nuance matters in language, too. Using a sexually derived expletive is one thing; using it in a sexual way is another. A character saying “Oh f—“ is PG-13. If the character says “Let’s f—,” it’s likely getting an R.

weekend at an English country estate and a murder?

If it had a PG-13 rating, would it have added to the appeal to the
PG-13 market?

As is, it was Altman's second-most successful film after MASH box
office sales.

Sexual content. Historical fiction to a degree; Ivor Novello is the
only genuine character in the screenplay as far as I can determine,
and he was a homosexual - illegal in England while he was alive. Not
viewed as acceptable for the present PG-13 crowd, and that's a guess.
