I have a question about the following sentences from a novel.

Ten minutes later the (contact)report was sent via satellite. The reply ordered Chicago in: GO FOR THE HEAVIES
("Red Storm Rising" by Tom Clancy, p315)

context (or situation):
1) Several weeks have passed since the war started.
2) Chicago is a US submarine going in the Norwegian Sea, searching for submarines of the Soviets.
3) It got a contact on the enemy's submarines by sonar. and transmitted it to the headquarters in the U.S.
4) Chicago got the reply for it.

question: about "ordered Chicago in", specifically usage of "IN".
What's the sense of "IN" here?

Usually, "The reply ordered Chicago: GO FOR THE HEAVIES." is a complete sentence.
"IN" could have various meanings here:
1) ordered Chicago into an area where Soviet's submarines were hiding
2) ordered Chicago in the wording: "GO FOR THE HEAVIES".

Simple: "They ordered Chicago in" means "They ordered Chicago to enter
the action".
