'A lot' could mean 'a great number of times' here, but could the sentences refer to one occasion, with 'a lot' meaning 'greatly' in them?

I asked a similar question about 'much' a couple of days ago.

Marseilles has always had a bad press, but it has less crime than you
might think. Most of the murders involve drug dealers being shot by
other drug dealers: ordinary people are rarely involved.

If I believe what I read, the murder rate in Fargo is about 4 per 100K
population; for Marseilles it's about 2.8 per 100K.

I suspect that there are many more guns in private hands in Fargo.

After posting that I found a list of the 25 most dangerous cities in
Europe at
https://www.armormax.com/blog/most-dangerous-cities-in-europe/.
Marseilles is on the list, OK, but it only just makes it, at No. 22.
Glasgow, another city with a bad press, is also lower than one might
guess, at No. 8.

A few years ago there was survey that found that Avignon was much more
violent than Marseilles (probably no longer true, however). The bit
that tourists visit, inside the walls, with the Popes' Palace, is safe
enough, but it has some very rough suburbs.
