Ma used wording in Chinese meaning people of Chinese ethnicity, rather than referring to their nationality. Descendants of the Yan and Yellow Emperors is an expression referring to a common ancestor for Chinese people.

Misinformation comes in two favors: hiding important information and adding irrelevant information.
1. Ma had been ROC's president for 8 years, he certainly knows that the ROC as well as the PRC regarding all Chinese people , although under different governments, as ONE and the same PEOPLE. "Chinese people" is referring to both ethnicity and nationality. ROC is after all, the Republic of China, not the Republic of Taiwan.

2. ROC Taiwanese are Chinese, according to the ROC Constitution. Just like Londoners are still subjects of the Monarch of the UK however they want to identify themselves.
