Consensus between the PRC and the ROC themselves:

3. Currently, it is Mainland China on one side and Taiwan (considered the "Free Region" per the ROC, and the Taiwan Province per the PRC) on the other side.
4. Both recognize the other side's government as legitimate regard its side.
5. Both do not recognize the other side's sovereignty. Hence neither PRC nor ROC leader would address their counterpart as "President". They were
called "Mr Xi and Ma" when they met each other last time.
Reality:
Given that the PRC is the winning side the Chinese Civil War, PRC is many times larger than its ROC counterpart in terms of territory and population. In addition, the PRC government is recognized as the sole legitimate representative of this ONE CHINA of ONE PEOPLE by the UN. PRC also imposes this ONE CHINA of ONE PEOPLE as the condition of diplomatic relation.

"The two sides of the Taiwan Straits are one family, said a senior mainland Taiwan affairs official
during a meeting with the former chairperson of the Chinese Kuomintang (KMT) party Ma Ying-jeou,
as the two stressed the importance of adhering to the 1992 Consensus on Thursday.

Song Tao, head of both the Taiwan Work Office of the Communist Party of China (CPC) Central
Committee and the Taiwan Affairs Office of the State Council, met with Ma in Wuhan, Hubei Province
as the latter's Chinese mainland visit continues in the Central China city. On February 9, Song met
with the KMT's vice chairperson Andrew Hsia in Beijing.

Song conveyed the greetings of the General Secretary of the CPC Central Committee Xi Jinping to Ma,

contribution to the peaceful development of cross-Straits relations.

of cross-Straits relations, promote Chinese-style modernization and realize the great rejuvenation of
