"大陸鍾姓男子2018年來台騎單車環島，行經高雄市路竹區時卻遭路燈電擊，當場死亡，家屬跨海提告，要求申請國賠千萬元。高雄地院與高分院認為，依憲法來說，大陸地區人民也是中華民國人民，應適用於國家賠償法，且高雄市府工務局確實有疏失，所以判工務局須賠463萬。

行政院大陸委員會（陸委會）17日發新聞稿指出，有媒體報導，本案法官經函詢大陸委員會獲函復中國大陸人民也是中華民國人民，適用國家賠償法乙節恐有誤會，本會函復內容從未指稱中國大陸人民是中華民國國民。"

Yes both sides are citizens to each side too. Regardless, the law suit is upheld in Taiwan judgment should be made for compensation.

"A man surnamed Zhong from mainland China came to Taiwan in 2018 to cycle around the island. When passing through Luzhu District of Kaohsiung City, he was shocked by a street lamp and died on the spot. His family filed a lawsuit across the Strait and demanded compensation of 10 million Taiwan yuan from the ROC government. According to the ROC Constitution, the people of the mainland area are also people of the Republic of China (ROC), and the state compensation law should be applied, and the Kaohsiung Municipal Public Works Bureau did have negligence, so the Public Works Bureau was sentenced to pay 4.63 million Taiwan yuan."

Yes. The ROC Constitution recognizes Mainlanders as ROC people. And the PRC Constitution recognizes ROC people as PRC people. The problem between the PRC and the ROC is the problem of ONE PEOPLE, ONE CHINESE PEOPLE.
However PRC and the ROC are going to resolve their difference, it is an INTERNAL problem and DEMOCRATIC in nature among the ONE CHINESE PEOPLE.

As there is recognition by both side, can the PRC people move to live in Taiwan and can Taiwan people move to live in PRC ?

In contrast, ROC, Taiwan is very restrictive in letting mainlanders to live permanently in Taiwan.
The is also why the ROC amends its constitution to split itself into the "Free region" and the
"Mainland region." Free means the freedom to discriminate.
