The First Island Chain was important to JKS and US politicians who believed the ROC could invade and then retake mainland by force. As a strategic keystone concept today, the First Island Chain is no more valid than the DOMINO THEORY regarding South Vietnam yesterday.

"針對台灣的地理位置，許多戰略專家再再強調，想必國人也耳熟能詳的是：台灣位居第一島鏈中樞，具有重要的戰略地位。

為什麼重要？因為第一島鏈可遏阻中共軍力東擴。

真如此嗎？

「島鏈」二字令人聯想到捷運車站的管制攔繩，只要掛上，行人就無法通行。再看圖一，果不其然，台灣位於第一島鏈最關鍵的中央位置。

單看圖一，彷彿第一島鏈若都掌握在親美國家之手，大家聯手抗中，必會給中共海軍足夠的嚇阻威力，使其不敢越雷池一步。若同意這論點，不妨想想以下質疑：

首先，若處於承平時期，中共海軍再弱，不也是想去哪裡就去哪裡？別說第一島鏈「親美」，即使全屬於美國屬地，只要不侵犯其領海，無論是中共的軍艦或商船，都擁有自由航行的權力。

因而承平時期第一島鏈只是畫的好看，戰略方面沒有特殊價值。再看台海從823砲戰迄今，超過50年處於承平時期。所以最起碼在過去50年，「第一島鏈」未曾發揮遏阻的作用。

至於戰時，第一島鏈也誠如現況全屬「親美」國家，縱然台灣居於關鍵的中央位置，對中共海軍又有何種遏阻效果？

請看圖二，台灣與第一島鏈東邊的日本那霸，直線距離約600公里，距菲律賓本島北緣約400公里。果真處於戰時，縱然時光倒退20年，中共海軍只要航行中間海域，不也如入無人之境？遑論中共如今已非昔日吳下阿蒙，管他是日本那霸或菲律賓，戰時中共不攻擊他們就不錯了，哪敢寄望他們反過來攻擊中共？

所謂戰略要地，簡單地說就是「攻者所必取，守者所必固」。例如麻六甲海峽、蘇伊士運河、巴拿馬海峽，因為地主國若是封鎖航道，想通過的船艦就得大費周張。可是台灣，即使納入中國版圖，海峽的寬度也足夠，中間仍存在一條得以自由航行的國際航道。

台灣因位居第一島鏈的中樞，所以具有重要的戰略地位──可能我資質愚鈍，苦思3、40年，至今也無法參透其中奧妙。

在我看來，島鏈只是大洋上幾個遙遙相望的島嶼，承平時期毫無作用，戰時也難以發揮遏阻效果。不幸的是，人們習慣站在自己的立場，自我抬高身價，並由此認定台海戰爭時美軍必來相救，這想法會不會有點一廂情願呢？（作者為海軍前艦長）"
