It's fine in my opinion. (I think Fowler suggested leaving out the "of". Somebody
here might know that.) However, there's more wrong with those two sentences
than I'm willing to deal with right now. I certainly hope the textbook is written
better than this blog post.

"question as to when" seems preferable. Fowler's [nothing] mentioned by Jerry is
much more likely to be British.
