1) He is the man whom the party wants to run for governor.
2) He is the man who the party wants to run for governor.
3) He is the man the party wants to run for governor.

They are two possibilities:

a) The party wants to run him for governor.

b) The party wants him to run for governor. (He is doing it independently of the party. The party isn't running him. He is probably not even a member of the party, but the party would like him to run.

I think '1' unambiguously corresponds to 'a'.

Technically '2' should correspond to 'b', but since 'whom' is falling into disuse, '2' would be ambiguous.

'3' is ambiguous.

Is that correct?
