Drunk for an extended period of time. A person can consume enough
alcohol in one evening to be drunk, but if that person continues to
drink for several days after that, they are "on a bender".

To describe extended drunkeness is the only context that I know in
which that term is used.

Thus the name of the Robot on Futurama Bender, who required constant
intake of alcohol. (Of course, they made a pun on the name, saying that

Yes. I believe it started out as pejorative, coined by some people in
the USA. If any Canadians ever found it insulting I would be surprised.
