What makes you think Russia-Ukraine border had provided clear/sharp
*ethnic* cut? It would be unusual without in practice forced relocation
(see Stalin era "shifting" Poland westward).

Difference between Ukrainians - "citizens of Ukraine" and *ethnic*
Ukrainians may turn out to be crucial.
